INDIANA PREADMISSION SCREENING (IPAS)
Indiana’s Pre-Admission Screening Program (IPAS) was created in 1983. The goal and purpose of IPAS is to prevent premature or unnecessary placement in a nursing facility (NF) of individuals whose long-term care needs do not require nursing facility level of services or can be more appropriately met through in-home and community-based services. IPAS provides the opportunity for the provision of long-term care services in a location conducive to the physical and psychological well-being of an individual.

OBJECTIVES OF IPAS:
- Identify individuals who are “at risk” of institutionalization and meet the state’s
criteria for nursing facility placement.
- Provide a comprehensive assessment of an individual’s needs.
- Ascertain whether alternative services are available in the community that would
be more appropriate than care in a nursing facility at not more than the cost of
placement in a nursing facility.
- Deny entrance to a nursing facility when the criteria are not met, unless an individual
Is willing to forego eligibility for Medicaid reimbursement for nursing facility per diem
costs for a period of up to one year from the date of admission to a nursing facility.
- Meet the requirements of the PAS-portion of Indiana’s Preadmission Screening Resident Review program.
